This complex of three buildings forms the final part of the Nova master plan on Victoria Street, London SW1, for LandSec. The design comprises a new public library for Westminster City Council, and a variety of different types of workspace housed in three quite different buildings. Nova East, a steel-framed mid-rise office block, gained planning consent in 2016. Nova Place, an L-Shaped figure housing the new library, acts as the edge of a city block: comprising The Victoria Palace Theatre; its new flytower; the neighbouring Duke of York Public House; Sutton House (a Grade II Listed 1930s Pawn Brokers that will be reconstructed); and a 4 story ventilation shaft serving the Victoria Line tube station beneath our site. The 2018 proposals represent the final iteration of a series of designs undertaken by Lynch Architects for this site since 2007, and will supersede the planning consents gained in 2009, 2012 and 2016. Unlike previous consented designs, Nova will now become bus-free. An East-West pedestrian route runs from Belgravia to Cardinal Place, with a series of new public spaces designed in collaboration with muf architecture/art. Revised proposals for Nova East will be submitted as a Minor Material Amendment to the 2016 consent, alongside a new planning application for Nova Place, in December 2018.
